Obituary for Frances Evelyn Carter (Bell)

Frances Evelyn Bell Carter, 93, of Warsaw passed away on September 12, 2023, after a brief illness. She was the daughter of the late Clarence Murvin Bell, Sr. and the late Edmonia “Edna” Courtney Bell. She was born in and a lifelong resident of Warsaw (except for brief periods of time spent living in Norfolk and Richmond), a graduate of Warsaw High School and a member of Warsaw Baptist Church.

Frances had several careers throughout the course of her long life and all of them brought her into contact with people, which she loved. Frances worked at the DMV in Richmond, was a waitress at Rudy Lowery’s restaurant in Warsaw (she once waited on broadcast journalist Edward R. Murrow), was a magistrate for Richmond County, and was a clerk at the Ames Department Store, and she loved interacting with customers. The role she most cherished in life, however, was that of mother and grandmother. She loved her family very much and loved seeing her grandchildren. When she was still able to visit them in Richmond, she would often come to watch them perform in plays, musicals, sporting events, or other activities.

She also loved singing in the choir and playing in the handbell choir at Warsaw Baptist Church and she loved going to antique stores with her sisters when they were still alive. She enjoyed listening to gospel music and old-fashioned Christian hymns. She loved telling stories of living in Norfolk during World War II while her father served in the Navy.

Left to cherish her memory are her son David Wilson Carter and his wife Anne Scott Carter; her beloved grandchildren Lee and Courtney; numerous nieces and nephews; and many dear friends and neighbors. Frances was preceded in death by her parents, and her siblings: Dorothy Edna Bell Ferguson, Catherine May Bell Gordon, Alice Marie Bell Packett, and Clarence M. Bell, Jr.

A memorial service to celebrate the life of Frances will be held at 11:00 a.m. on Saturday, September 23, 2023, at Warsaw Baptist Church with the Reverend Leslie Park officiating. Interment in the church cemetery and a luncheon will follow the service. In lieu of flowers the family asks that you make a donation in loving memory of Frances to Warsaw Baptist Church or to the Richmond County Rescue Squad.
